Go to http://cygwin.com/packages/ and enter the name of the file you're seeking. It'll tell you which package contains it. If you get too many matches, and you know that what you're looking for is the name of the main executable, you can cut down the false matches by explicitly appending the '.exe' suffix. Take a look at http://cygwin.com/cgi-bin2/package-grep.cgi?grep=watch.exe and you'll see there's only two possibilities left.
