All Makefile variables have default values that can be modified by an OS specific Makefile (OS/Makefile-CYGWIN) and further modified by local options (Local/Makefile). If you build exim (patched for Cygwin) with an empty Local/Makefile, you get exactly the features present in the pre-compiled version of exim available with setup.
