I'm running sshd/ssh on NT4 and W2K just fine, including the password login which would be similar to the problem reported by Brian. I've installed the service under SYSTEM account using ssh-host-config with nothing but the default settings. Sorry, but without any more details it's not possible to help. Please follow the reporting guidelines on http://cygwin.com/problems.html.
