The shell does wildcard expansion in Cygwin (and Unix) not the utility.  Try

    bash -c "cp   /cygdrive/c/cygwin*.bat     targetdir"

from the cmd.exe prompt instead (or from your application).  (Why not use
Windows copy instead though?)
