As far as I know, Cygwin1.dll cannot be loaded dynamically using loadlibrary, dlopen, etc. This has been the behavior for quite some time and it's not considered a bug. If anyone wants this functionality I'm sure patches would be welcomed, but that aside I don't think there are any plans to support this.
