You may also need any packages which those depend on.

Specifically this means you might need following packages which are not
in "Base", according to my current local setup.inis:

cygutils
groff

libcharset1
libiconv
libiconv2
libintl
libintl1
libintl2
libintl3
libpcre
libpcre0
libpopt0
mktemp
texinfo

Maybe these could/should be added to "Base"?
