The list you provided above are categories, not packages. Each category is comprised of many packages. Click on the category of interest and you will see it expand into a list of packages in that category. You are free to pick any (or all) package(s) from any category to install. By default, Cygwin will install a subset of packages from a number of categories. This is seen as a "reasonable" set of packages to provide some useful functionality. If you don't know what you want or need from Cygwin, I'd suggest not selecting (or, more importantly, de-selecting) any packages. Just continue with the default packages selected. If, after installing that, you find something you want is missing, you can visit and either browse the packages there or enter the name of a file/utility you want and see what package it's in. You can then run 'setup.exe' again to install that package.
