The newly installed/latest cygwin did > therefore > not function. > > Does anyone know why this is happening Possibly you still had a cygwin program or service still running, or possibly it's a known bug in setup when it has to upgrade many packages at once: it uninstalls cygwin dll before other packages that need to run uninstall scripts that need the cygwin dll! I'm working on a patch for the second problem[*].
