There are lots of sites that purport to tell you how to install sshd on
Cygwin, but this list does not support any of them.

1. Forget everything you read on any non-Cygwin site.
2. Read /usr/share/doc/Cygwin/openssh.README
3. Run ssh-host-config and let the script do everything for you.  It's
all automatic.
