As mentioned in the previous message, reading exponential format NEGATIVE numbers with an
exponent of 00 fails in the current 1.5.13 cygwin dll.

example: -1.1e00 is interpreted as 1.1 rather than -1.1

I just tested the most recent snapshot of the cygwin dll of 050308 and scanf also fails to
read the test example correctly. Under the previous version of the Cygwin dll 1.5.12, all is well.
