And please keep in mind that it is still not true that all browsers handle such links uniformly: I could not be sure whether 'SEC65' was placed at the top of the frame or the center without looking at the HTML source, which I did not feel like doing. That said, thanks to your two posts, I now have enough information to resolve these issues by myself, although I am still left in amazement at what has been left undone in Cygwin.
