My zsh was never being updated even though I could see that it was being downloaded and installed, when I I ran setup.exe. First of all INSTALL/REINSTALL/UNINSTALL/KEEP is all controlled by SETUP.EXE from the (marvellous) "Select Packages to install" window REINSTALL should normally be enough HOWEVER in case of problems such as mine I would RECOMMEND.
