I've checked three separate mirrors: http://mirrors.kernel.org/sources.redhat.com/cygwin/release/, http://ftp.gwdg.de/pub/linux/sources.redhat.com/cygwin/release/, and http://sunsite.icm.edu.pl/pub/cygnus/cygwin/release/. docbook-xsl is corrupted on all three mirrors. libintl1 appears to be corrupted on mirrors.kernel.org only (ftp.gwdg.de and sunsite.icm.edu.pl look OK).
