I can report that the problem is slightly improved in the current release of setup, but I think there are still some leaks as it is currently sitting at 93% installation complete (and has been for a long time, in /etc/postinstall/xorg-x11-fcyr.sh). Current memory use by setup is 153MB, CPU usage 96%. It would be really good if setup.log could be written incrementally.
