After introducing cygwin1-20041117.dll.bz2 (its Snapshot one),
reading /dev/dsp got to work well.

This is my "uname -a" output.
So, maybe I can say that even the latest official cygwin release doesn't support audio recording feature though the following cygwin-announce says its supported...
