That is absolutely untrue. We routinely load DLLs that are linked against other DLLs (on many different OSes), and everything gets loaded just fine. Even the Java VM depends on this (e.g. fontmanager.dll on Windows (loaded via System.loadLibrary()) depends on Winspool.dll, which is not a dependency of either java.exe or jvm.dll).
