If you have privilege separation enabled, try disabled it.

You can do it easily by using regedit (disclaimer: back up your registry
first).

HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services/sshd/Parameters/App
Args
Change the '-D' to a '-D -r'

After restarting the service, it might work.
