Keyboard problem?  Did you try a different keyboard?

This is not a common or typical problem.  In fact, don't recall anyone 
reporting such a problem.  So, if it's a software issue related to Cygwin,
it's triggered by something local.  You'll need to provide some additional
information here for someone on the list to offer reasonable suggestions.
