I dont restart the services and I can ssh from a remote computer like if was running but does not show up in the task manager. I think it might be related to me installing everything. This is my test pc and I installed everything till I figured out the basics of what I needed is there a way to uninstall and reinstall . I have tried using setup.exe but It doesnt take it off.
