It's quite trivial to port it, (http://pauillac.inria.fr/whizzytex/FAQ.html#cygwin), I want to make it available with the cygwin distribution. Is anybody currently involved in that? WhizzyTeX is an (X)Emacs minor-mode for incremental viewing of LATEX documents. What you get is true WYSIWYG (in a separate xdvi, advi, gv, miktex yap, etc. window). If anybody can do OCaml maybe he wants to discuss porting advi to cygwin. I manage to compiles it but I get some stupid generic run-time error (exception: Not found). And I have not found the time yet to learn OCaml and see what this stupid exception is about.
