The last Cygwin-specific release of gcc2 was 2.95.3-10. If you absolutely need 2.95, I'm sure the Cygwin-specific sources are still floating around[*], and you should be able to build from them. It might even work, unless you hit one of the bugs that influenced the decision to dump it in the first place.
