As with any package, run Cygwin's setup.exe, then select and install 'openssh'. Then read "man ssh", "man ssh_config", "man ssh-keygen", as well as any relevant documents in /usr/share/doc/Cygwin/openssh.* and/or /usr/share/doc/openssh/*.
