What do you mean by "execute a RPM file"? RPM files are not executable. If you mean "open" then "yes". Just install rpm. If you mean "install", probably yes, but it wouldn't make sense. As you could know this relates to the question "is it possible to run Linux binaries on Windows?" The answer is "no, of course".
