The alert box says: "The application failed to initialize propperly
(0xc0000005). Click OK to terminate the application."

It is an Athlon XP-M 2200+ Notebook with XP-Home, see the thread:
  "Re: 1.5.7: make hangs on XP (with HT)" for the cygcheck output
of that machine.

This is the machine that I used to build the cygwin dlls from cvs.
I'll have a look at a fresh debugging enabled dll later.
