It looks like another mirror has decided to dump Cygwin (in fact, the
whole sources.redhat.com tree).  There is no Cygwin mirror anymore at
<ftp://mirrors.rcn.net/mirrors/>.  This could have something to do with
the fact that we've been recommending this mirror on the list as a fast
and reliable connection...  This is the second reliable mirror shutting us
out in four months.
