Clearly, the problem is that I have two versions of gv.exe: the broken
/usr/local/bin/gv.exe may be a consequence of my early attempt of building
gv.exe myself half year ago.

Indeed, /usr/X11R6/bin/gv does work properly:

$ cygcheck /usr/X11R6/bin/gv.exe
