It's hard to say. It is, however, the one place that this issue has shown up and the one diagnosis with a solution. Granted, in your case, you're talking about cron and not TS. Still, it's worthwhile to review the diagnostic process and see if it's a plain permissions issue. If so, you have a solution. If not, you should be in a position to provide some detailed data and maybe a simple test case/script of the problem. This is not a common problem (at all) so at the very least more data will be necessary before someone can attempt to help you further. See for details if you haven't already.
