The developers on the cygwin-xfree mailing list are the ones who control their part of setup, which is what you are complaining about. If you are seeing Cygwin/XFree86 stuff in your start menu then it is originating from there. Offering opinions about how things could be done differently in the *cygwin* mailing list is fruitless, since the cygwin-xfree developers rightfully use their own list for that kind of thing. If you don't feel like joining the cygwin-xfree mailing list, then that's your perogative.
