You have to make sure that you start "tcsh" with the apropriate flags/options to make it a "login shell". This really isn't a cygwin issue (i.e. not a subject for this mailing list), so please read up on it using e.g: $ info tcsh $ man tchs http://www.google.com/ > "+tchs +login +shell" might give you good info.
