setup.exe won't run for me either.  It gets to the
list where you select components to install and it
just freezes.  Windows 98 ctrl-alt-delete list shows
the process as "[not responding]".

I am installing as per the instructions on
http://prc-tools.sourceforge.net/install/cygwin.html

I choose defaults and JustMe (not AllUsers) and
DOStext (not Unix text).

As per the instructions I choose two websites, one
from the list and
http://prc-tools.sourceforge.net/install

I've done it a number of times and it always hangs the
same way in the same spot.
