Most recently around May 7/8. You will also see that all of your assumptions have been brought up before and answered as to why they are not correct. I'll even make your job a little bit easier and tell you to refine your search of the mailing lists with 'fixed size setup'. Probably it's just a checkbox in the Visual C++ resource editor. Sorry, I don't have any development kit or compiler installed on my windows system. I'just wanted to use cygwin and to point you to a usability problem.
