I have redirected your message there, and set the Reply-To: field accordingly. As for your question, it looks like you're trying to install a Linux toolset under Cygwin. Cygwin is not Linux. Cygwin is a POSIX emulation layer on top of Windows. It will not run Linux binaries (try LINE for that). If you're interested in the abstract question of how to login as root-equivalent under Cygwin, might be of help.
