Sanjay,

All this particular message says is that your cron service was *stopped*
(by "cygrunsrv -E", presumably).  For a discussion of all that other stuff
preceding "The following information is part of the event", search the
list archives for "event log id" or something similar.

This implies that the cron service *was* started, and that there should be
another event preceding the one you quoted that tells you about it.
