The result of the compilation can be downloaded from here: http://www23.addr.com/~dmitry/Rsync-head-20020808-1120z-bufferedio_permission_mask_match.zip which includes the executable file, as well as the patched source. It is faster that the latest version of rsync from the official distribution, although still hangs sometime (as the official version does for me). With this version, I was able to control cygwin permissions of the uploaded files on NTFS under win2k. Enjoy.
