You didn't download gcc-3.2.3, you've downloaded gcc-3.2-3. The "-3" indicates the Cygwin-specific package number and patch level, which is not part of the GCC version. As Robert indicated in , don't expect to see gcc 3.2.3 in the Cygwin distribution for another couple of months.
