FWIW, I have contributed code to OpenSSH which allows 9x applications to run in the background. If you want to have a look into the code, just download the OpenSSH sources, file openbsd-compat/bsd-cygwin_util.c, function register_9x_service(). Perhaps that helps to implement a 9x patch?!?
