Yes, quite. Especially considering that *not* including the source but merely a *written* offer requires the distributor to keep copies of the exact source for an extended period of time (years). A good reading of the GPL should allow anyone interested in the legal details to figure out which of the multiple options for compliance fits best in a particular situation.
