Cygwin is licensed under the GPL, as mentioned on the project web site:
http://cygwin.com/licensing.html .

However, if you are concerned about liability, you should contact a lawyer.
No opinions here are going to be definitive and if you are setting school
policy, you should surely be properly covered.
