The check_case option might be of help to you (the default is "relaxed" - 
perhaps you should try 'CYGWIN="check_case=ajust"')

I don't know how that interacts with tcsh, though..

BTW: there is a perl in the Cygwin distri - it's in /usr/bin/perl. You 
could check whether that's the one you're running (`type perl')
