Cygwin is a Windows application.  It doesn't run linux binaries.  That
is what you seem to be referring to as "standard".  A "standard" binary
for Windows would be a windows binary!

Please do not persist in spreading misinformation.  Take some time to learn
what's going on here before you start offering advice.
