Apart from allowing the mirror sites access to the master file repository at cygwin.com, they're completely out of the control of anyone at Redhat or on the Cygwin team. My personal recommendation is to pick a single mirror (based on reliability!) and then exercise patience. I use the Argonne mirror. They're not the most prompt to update, but they're pretty reliable.
