Check whether you actually have gzip installed. If not, install it using Setup.exe (you can have a look at which package it is in my searching for gzip.exe and http://cygwin.com/packages/) If you do have gzip installed, have a look at http://cygwin.com/bugs.html to provide more helpful information about your problem.
