Check if you're running Cygwin's version of Emacs first. If you are, check the email archives for the Emacs package announcement. There's good information there about setting 'tty' in your CYGWIN environment variable. There's also a fair amount of discussion of this and other Emacs issues in the email archives so it's worthwhile to make a review of those discussions.
