The page says to use guile-1.4.1 The message was posted in Nov 2002, so I assumed the info was fairly recent. I also actually tried guile 1.6.0 right out of the box. When I tried to compile TeXmacs I got errors relating to guile (and the dreaded blue screen of death followed.
