If so, you should have the Setup utility, which you can use to install the relevant package. If not, install Cygwin by following the instructions on the main Cygwin page under "Install Cygwin Now". However, to answer your question (for an unrelated .tar.bz2 file), be sure you have the "tar" package installed. You should be able to extract a .tar.bz2 file by using "tar -xjf FILENAME" (and, incidentally, a .tar.gz file by using "tar -xzf FILENAME"). But please don't extract Cygwin packages using tar (unless you know exactly what you're doing); use the Setup utility for that, as there's a lot going on behind the scenes during installation.
