When there is an update for both cygwin (the dll) and certain other packages at the same time, I get a popup error that cygwin-1.dll couldn't be found in my path during the update (after the download steps, but before the install steps have completed). The install completes successfully (or at least setup.exe thinks it does). I don't know if anything is left in a screwed up state or not. I'm using setup.exe version 2.249.2.5. Is this a known problem?
