I took one out and lo and behold, the service started. So then I did a complete reinstall (delete c:\cygwin and remove all registry entries) to make sure I could duplicate the problem (of having SYSTEM in /etc/group twice) and am now unable. IOW, it works now. I'll have to play around some more to try and figure out exactly what the problem was/is.
