If you run across something....like make, or gcc, or Perl that seems like it should be there, the first place to go is back to setup (not to the mailing list). Run setup, click open all the categories and have a look. Many times what you want is there but was not selected. This process also results in your seeing stuff that you didn't even know was available! Cool stuff like gsl, the Gnu Scientific Library. If you wonder why certain things are not selected by default, understand that the Cygwin folks have to draw a balance between having a lot of things in default, which means a big download size (and a burden on non-broadband users) and a small download (that leads to periodic reactions of why is such and such not in there by default).
