I just upgraded to cygwin 1.3.13-2, and ssh-add stopped working.
Backing up to cygwin 1.3.12-4 fixed the problem.

The symptom (with cygwin 1.3.13-2 installed):

bash $ ssh-agent bash
bash $ ssh-add
cannot connect to ssh-agent process
bash $

I have not quoted the error message exactly; I can't send mail without
cygwin, and I don't want to risk breaking things worse by re-updating.
