After I upgraded to release 1.3.13-2 of cygwin the "M-x compile" don't first execute .bashrc. before it execute the compile command. If I downgrade to 1.3.12-4 everything works fine. I couldn't find anything in the release notes for 1.3.13-2 that says it should be any difference when starting a new shell.
